TSA / AFSP Tracking

How to track student citizenship status and TSA Alien Flight Student Program (AFSP) approvals as required under 49 CFR § 1552.

Overview

Under 49 CFR Part 1552, flight training providers must verify the citizenship of every student before providing flight training. For non-U.S. citizens, the school must obtain a TSA Alien Flight Student Program (AFSP) clearance before training can begin.

Aloft360's TSA tracking feature helps you record and monitor this compliance information for every student — separately from the optional Student Training Module. TSA tracking is always available to admins, owners, and CFIs.

Accessing the TSA Tab

  1. Go to Settings → Members.
  2. Click the icon next to any student (or any member).
  3. Click the TSA / AFSP tab.

Citizenship Status

Select the student's citizenship status from the dropdown:

StatusMeaning
US CitizenBorn in the US, or naturalized — no AFSP required
US NationalNon-citizen US national (e.g., American Samoa) — no AFSP required
Non-Citizen (LPR/Alien)Lawful permanent resident or foreign national — AFSP required
UnknownNot yet collected

The status badge in the card header updates automatically to reflect the selection.

AFSP Fields (Non-Citizens Only)

When Non-Citizen is selected, additional fields appear:

Click Save TSA Record to persist your changes.

Status Badges

The TSA status badge is visible on the student's member profile header and on the Students overview page, giving you a quick compliance view across your roster:

BadgeMeaning
🟢 TSA OKUS Citizen or US National — no AFSP required
🟢 TSA ApprovedNon-citizen with active AFSP approval
🟡 TSA PendingNon-citizen with AFSP submitted, awaiting approval
🔴 TSA DeniedNon-citizen whose application was denied
🔴 TSA ExpiredNon-citizen whose approval has lapsed
TSA UnknownCitizenship not yet recorded

Important: Aloft360 tracks this information for your records but does not submit anything to the TSA on your behalf. Flight schools must comply with 49 CFR Part 1552 independently. Consult your FSDO or legal counsel if you have questions about your obligations.

Required Workflow for Non-Citizen Students

The typical compliance workflow using Aloft360:

  1. Student applies to AFSP at https://www.flightschoolcandidates.gov and pays the fee.
  2. AFSP notifies the flight school via email with the student's case number and determination.
  3. Admin or CFI opens the student's TSA tab and records the Case Number, Approval Date, and Expiry Date.
  4. Training may proceed once status is set to Approved.
  5. Before the expiry date, monitor the Students page for any Expired badges requiring action.
